MDM/R integration and TOU billing implementation are highly complex initiatives that have immense cross-organizational impacts. The Sky Energy Consulting team offers Local Distribution Companies (LDCs) the following MDM/R & TOU Readiness Recommendations:

1. Manage MDM/R enrollment & TOU implementation as a project within the organization
2. Budget project costs in overall SMI rate recovery plans
3. Build a detailed integrated project plan to highlight key activities and milestones, critical path, resource requirements and dependencies
4. Analyze the impact of the MDM/R and TOU implementation on internal business processes (this is a critical process)
5. Develop a well-planned, holistic approach to testing, based on the IESO’s strict and complex requirements
6. Offer complete staff training with appropriate job aid reference materials
7. Develop a comprehensive cutover plan, including customer communications and cutting over to TOU bills
